DUDE YOUR MY HERO!!!! I messed around earlier and messed my DNS up and had to reinstall popos. i was only getting a MAX of 14.5mbps and with this i hit 795.6mbps at PEAK download.
I've had this issue for a while now on Arch and Debian 12 and this completely fixed it. Before I would be stuck at 8-10 MB/s. With just the one line addition it went up to 40 MB/s, and with both lines it shot up to 70 MB/s, which is more accurate to my actual ISP download speed. Thanks a lot!

That sounds about right. I've seen around 70MB peaks on average, where in Windows 90MB can be achieved (on my connection). Maybe one day Valve will release a fix

I installed fedora 40 today, speed was about 100mbits/s when it should be close to 1000mbits/s, did the fix this guy mentioned and I'm now getting 850ish, so it should work
If you used the same command (nano) it is Ctrl+X to exit, it will then ask you if you want to save and you can press "Y" for yes and "N' for no. That's what '^X' means -> Ctrl+X
I ran from home directory. Try instead explicitly home (use ~): nano ~/.steam/steam/ Or if that is not the issue, check the flatpak directory instead, its in description.

Confirmed it works! My plan is 1000 mbps. Speed test shows around 800 but steam DL speed was 15mb/s. After this it went up tp 50 thanks a ton

It's a bug with/in the Steam client with HTTP2. The line disables HTTP2. Valve is aware/there is a issue tracker on the repo.
