On top of what the other guy said, people seem to forget that the NCR is an imperialist oligarchy and the only reason they are in the Mojave is out of self-interest. The Legion is still far, far worse though.
The Legion's territories are quite safe. With them the "ruthless" phase is the beginning, then come the advantages. With NCR it starts almost positively but then they take away your protection troops and send them to defend some Brahmin baron.
