You are right the police do not arrest you for you to provide a witness statement, I believe that the police have to arrest you if you are to be questioned in relation to a criminal offence that you may be involved in.

If you read the Police Scotland statement on the arrest of Ms. Sturgeon it states that she has been arrested as a SUSPECT in the investigation into the SNPs financial affairs. It goes on to say that a report is being readied for the Crown Office and the Procurator Fiscal.
It finishes by saying that the case is active under the contempt of court act and advises care if discussing the case on social media.
Nigel Farage has been recorded saying "It is never a mistake for a country to be Independent, Sovereign and Free. That is never, ever a mistake". But now he's saying it is not OK for Scotland? Talk about Double Standards! Æ 🙄

In Scotland, to arrest you the police need reasonable grounds to suspect you're involved in a crime / you're suspected of committing a crime and need to be questioned / they have enough evidence to charge you with the crime.
