SNP minister struggles to explain where £33 million ringfenced money went

  • The convener of Holyrood’s Rural Affairs Committee has clashed with the minister in charge of Scotland’s agriculture over funding for the sector.
    Conservative MSP Finlay Carson questioned Rural Affairs Secretary Mairi Gougeon on Wednesday during her appearance before the committee to discuss her remit in the role.
    During testy exchanges, the pair initially clashed over a £33 million saving that had been taken from the rural affairs allocation to balance last year’s budget, with promises from the then deputy first minister that the cash would be returned.
    Asked by Tory MSP Rachael Hamilton when the money will be returned, Ms Gougeon said she could not give a “definitive timetable” but said the funding is “ring fenced” - meaning it will have to come back to the rural affairs allocation and she will continue discussions with current Deputy First Minister Shona Robison.
    Mr Carson claimed the money was “taken out of the budget to be spent on something else” - an assertion rejected by the Scottish Government’s director of agriculture and rural economy, George Burgess.

    If that money was ringfenced and the SNP spent it elsewhere, it's called misappropriation. When we're talking £33m it's called jail-time. They spent that money or put it somewhere it was not meant to be. Swinney needs to get a really good lawyer and Scotland needs to get rid of the SNP.

      Why did no-one ask, "when it - eventually - comes back, will it be inflation adjusted?" If it isn't then agriculture will suffer the inflationary loss - which is probably 15%+ already.

    So it’s ringfenced, but it’s not. So what the guy says, is that the money has been spent elsewhere, and they will struggle to make it up. So being ringfenced means absolutely nothing to the SNP, and is another example of how they cannot manage their finances. So where are they going to get the money to make up for the money they spent on something else ? And Humza says the party is solvent ! It’s skint.

    Now I’m not a financial guru, but even I know that if money is given to another budget and no longer exists to be returned, then it has been “spent”. Which means that the “ring fence “ was totally ignored. Promising to return the money at a later (unknown) date does NOT retain the “ring fence”!
    In fact I’d say that the person who authorised the movement of this money from the fund deserves to be prosecuted for embezzlement!

    I've watched a few of these videos now and I've come to the conclusion that the SNP & Greens are of the opinion that they are playing some sort of computer game where actions have no consequences and all bad things are not only not their fault but can be undone simply by placing the blame squarely on the shoulders of Westminster.     I've come to the conclusion a long time ago, the people needing most held to account are the folk who continually vote this party in.     The SNP REALLY need to look up the definition of "ringfenced". They seem to think it means "can be spent on anything else they feel like and disappear into thin air".
    Were they taught the definition by Natalie Mcgarry? How many campervans can 33 million buy?
    Here's an idea, when Sturgeon / Useless turn up in front of a microphone to piddle away millions of Scottish taxpayer money on absolute nonsense like "climate reparations" etc, just to look good for 5 minutes in a news story - there's some of your 33 million right there. And their pretendy embassies, there's millions more. And the £100+ million a year to fund teenagers using endless free bus journeys as mobile gang huts as they go into town centres for no particular reason other than they are bored. Well there's at least 3x33 milllion right there, every single year. There is a long list of undeeded spending by the SNP, all just to look good in news stories, it's always about the optics and the spin. During covid experts were pointing out the SNP were spending temporary covid money on longer term budgets and this would come crashing down, and now it IS crashing down. Anyone with basic maths skills could see this coming. Which rules out the SNP I suppose.
    All this crap adds up - then they seem surprised when they are forecast to run a large deficit!

      Overspending in one area being offset by underspend in another is common practice in budgeting and in local authorities. I appreciate this shouldn't have happened with a ring fenced budget, nor should it have been underspent unless planned expenditure didn't happen e.g. a capital project that didn't start before the end of the financial year. However, if anyone thinks Westminster could do better at managing they might want to consider that there is £265 Billion of taxpayer's money unaccounted for every year (at least between 2016 and 2020). Money given to central Gvt quangos that haven't reported on it's usage or whereabouts and who haven't been reviewed or questioned by the Treasury. I'd trust the UK gvt even less than the Scottish Gvt.

    So... the Scottish government overspent on its budget and used ring fenced money, money specifically meant for another purpose, to show they had not overspent. This is fraud! Simple! That money was for a agricultural purposes only, and it was used to fraudulently show the budget was balanced when, clearly, it was not. What's all the fudging for? If as a sales assistent you were short on the till and you used next days float to balance the till you would have been sacked for fraud. Where do we get these people from?

      I agree, if it was offered up as a saving that would mean the money wasn't needed (now this might be legitimate e.g. where a project is shelved or rescoped). However in this case it had to be 'paid back' in full so it obviously is needed or earmarked for specific things, it cannot be argued it was a saving. It was moving money around to balance the books and cover a shortfall or overspend elsewhere. It is not a saving nor is it ringfencing - it is however 'pauchling'.

    So, the money is no longer ring-fenced in an account but has been used elsewhere and consequently now has to be recuperated from elsewhere in order to be returned to the Agricultural budget, something which will certainly not happen soon in this present fiscal climate.     It was ring fenced which means SNP should not have legally used it in any other area other than agriculture. The cabinet secretary obviously has no idea what the hell happened to it and her left hand man does know but dare not say and is so careful not to. Against any Accounting Regulations I am aware of to move ring fenced finance out of its designated area of spend. Absolute lies from the SNP twosome. Just to be clear……..we don’t know where £33M is right now - eh? This is false accounting and the investigating committee members should have called these two out.     Keep coming back to this. There are clues in Georges’ wafflings. The money helped to reduce Govt. spending and balance the budget. It will be returned in the future sometime. Central finance will have the difficult job of finding where it is in the overall budget. It is not lying in any bank account. Oh yes it is ring fenced, but it is like a loan to other departments Committee member says - so it’s not ring fenced and George replies - yes it is ring fenced.
    Rachel Hamilton is a Tory MSP but seemed not to understand the finance side and so timid.
    Some senior politician (could this be an ex first minister) authorised this money to be moved but no committee member raised this line of questioning.

    So how come there was a financial hole in the Scottish governments budgets that needed to be filled by using ‘ring fenced’ money from the agricultural budget? Why was this financial hole allowed to develop in the first place? Who allowed this to happen? It’s financial mismanagement whichever way you look at it and these questions need to be answered. It is not good enough to simply blame the British government - SNP needs to stand up and take responsibility for their financial neglect.

    They absolutely 'borrow' money from a ring fenced budget. They know they will be out of power after next election. IMO they will wait until a new government and then will blame them for not paying it back to the portfolio. Even local governments are NOT permitted to spend 1p of a ring fenced budget. I notice she said it could be years before it's repaid. Heads need to roll and if he's telling the truth then finance officers need to be sacked because it is illegal. Ring fenced means it cannot be touched even in an emergency. They should have a contingency fund for emergencies.
