Strasburg Railroad has had an anti-safety culture for the past 30 years,.......train and loco crews are suppose to check and verify that track switches are lined and locked correctly........if that excavator arm went another foot or 2 it would've penetrated the front tube sheet and caused a catastrophic explosion
