Seems to me the USA used Ukraine to get Sweden and Denmark to join NATO.
The US and basically everyone with some military knowledge knew Ukraine couldn't win from the start.
But they pushed the conflict forward anyway because they just wanted to hurt Russia. A Ukrainian victory was never their objective. Russia was growing too strong, and the US didn't like that.
This war made Russia even stronger and it became better adapted to modern warfare.

Ukraine would have been smart. Putin called them several times to the table to have talks. He actually wanted the war to stop with some terms.

I don't understand this ammo spending. There were wars where one sides didn't have anything of real worth but few bullets for hunting rifles and few RPGs and they still managed to use that is manner make each shot count. If they can't defend their own places without AA units, they should abandon them to move population and soldiers to safer places and saving AA for special areas. This trying to defent each square inch will empty their ammo reserves and then they are done. Sometimes in war you must let loose thing you can't protect.
