An army's morale is very important.
This change sounds very productive. Troops who are well cared for, well equipped, and who feel supported by their government, will be a much better fighting force. Their new chief seems like an intelligent man. Not one of the old guard bully boys, but a thinker, and loyal to Putin.
Belousov will take care of soldiers? My kind of defense minister. He will make sure the soldiers do not become monsters when they go back home. He'll make sure they have homes to go back to and all the grants to make their lives work as a civilian. I heard he is most competent economist in Pres. Seeing what this guy wants to do for his military and veterans I think he was a good choice. He is all about guaranteeing the best for the current soldiers and for when they become veterans. These people will be more likely to be loyal and think more of a government that took care of them when they got done.
It is all about smart financial management of Russia's war efforts.
A steamlined administration, healthcare, and benefits bureau is very advantageous for the military. Strategists and tacticians to take care of the field are aplenty already.

Prigozhin's Wagner won about 90% of all of what Russia controls in Ukraine in a year's time. That's about a fifth of Ukrainian land. Shoigu's invasion of Kiev was a failure making a long line of Russian sitting duck trucks. Wagner did most of the fighting in Ukraine for Russia's territorial gain. After Prigozhin died, Russia barely made any gains in Ukraine. The lines are almost the same as where Prigozhin had left off. Shoigu is more for defense and last resort. As in the clips and images from past sources, Shoigu can barely hold up the frontlines. Whereas Prigozhin is more for offense so the frontlines are held and not fallen back.

It's unexpected but certainly not too surprising. The goal of NATO is to use Ukraine to burnout Russian assets quickly so if the opportunity presents, then have them attack Russia. Russia is now more focused on getting its initially planned land in Ukraine, create a buffer zone and do this as cheaply (economical) as possible. Investment in military assets is a huge strategy which Ukraine lacks and hence the unwillingness of soldiers to risk the frontlines

@@jamescook7713 Everyone including Russia fears using them. When I said attack Russia, I meant attacking it on Ukrainian soil only. Putin would be less amped on using Nuclear weapons for that. Much like how Russians were attacked in Syria
