Managed would typically mean you are now handling DHCP, DNS, and some of these other services for the internal hosts.

In EU, Cogent is clogged up all the time, they may be up, but you have packet loss to all bigger content providers.
Compared to windstream will go down for a week without explanation. I can deal with some packet loss if it happens.
