2 WAG 9HH in push-pull mode can provide 18000 HP, which is enormous. Also as mentioned in other comments, the cost of Indian locomotives are very low. These some of the factors give WAG 9HH an advantage over WAG 12.
Dear Sir, Though I am neither a mechanical Engineer nor a railway expert , my observation is purely based on my enthusiasm in all that is related to railways.That WAG 9 has 6 axles and 12 wheels in 2 CO CO bogeys configuration and WAG12 has also has 12 axles in 4 BO BO bogey configuration. I believe that WAG12 could have better ability to maintain higher speed on curved tracks than WAG 9 since smaller bogeys could have smaller radius of turning on curved tracks. This could have better Average speed than the 12 wheeled varieties. My observation is based on Talgo trials in which Talgo trainset pulled by Indian Locomotives with BO BO bogeys which has bigger Radius of Turning on curves. We never even tried Talgo trainset with its original locomotive Renefe Locomotive. I bet Talgo Trainset with Half WAG12 locomotive that is only one part of can easily remove all restrictions on speed limits on Talgo Train set. In my unetrained mind, I believe Talgo train set Technology is far ahead of all other train technology in the world because- 1)It uses Axle free wheel Technology that allows Train to run on multiple gauge Tracks without modification saving billions on gauge conversion. Another advantage of Axle free wheels is it is practically impossible jump the rails.2) It uses Hydraulic suspension that will give smoothest ride to the public compared to spring based suspension used in other bogies. The hydraulic suspension also allows to raise or lower the height of the rail coaches as per the platform. In fact I was wondering why Indian Rail baboos rejected talgo for same reason. 3) It uses far too less wheels per rail car both in conventional sense as well as Articulated coupling of Talgo Coaches. The lesser the wheels lower will be noise level and higher the ride comfort. I hope ICF will incorporate some of the TALGO features in their next Gen trains of Indian Railways.Kindly, let me know about your views on my observations.

In US they use back to back configuration plus dustributed power for long trains. So india could have used 2 9khp engines in back to back configuration for 18khp plus another 9k engine in the middle for long trains. There was no need to make this new engine which is really 6khp x2

By looks no doubt WAG - 12 is attractive, but it occupies more space on track to give 12K - hp. On the other hand WAG - 9 has 9K - hp, but takes less space on track. If 2 WAG - 9 are joined together. They shall produce double power, say 18K - hp. In my opinion WAG - 9 is clear winner for both railway needs. Passenger trains & also Goods train.
Salute to Indian engineers but one request please keep attention towards pilots convinience.still they work in unnatural condition. I.e heavy noise, setting arrangement not comfortable, extremely warm and cold tempt., Place Nothing provided for natural calling. Cab not air tight. Etc
