hello Shubham, you have explained it very well and carefully covered all points. i just want to add some info. 1. WAG9 and WAP7 are similar locomotives as per power rating and etc. but they have different gear ratios which impacts the acceleration and de-acceleration process. Goods Trains don't need to stop at stations, they are usually as point to point, they are stopped only when they have to crossover (in single track) or let an express/mail overtake it. WAG9 is most efficient at that while WAP7 has quicker acceleration which helps it attain higher speeds as well as slow down quicker at stop stations. (this has become necessary so as to lessen the total journey time as every extra minute wasted in slowing down and then getting up to speed adds up the journey time) 2. WAG12 is being produced which is next gen wags so with every WAG12 brought into action, two wag9s are released to be used separately elsewhere. this has meant plenty of WAG9s are available to use for other routes. so apart from goods trains, they are often used whenever there is a loco requirement. one such WAG9 was used to transport a brand new 18coach VB rake from ICF Chennai to Indore (i think) though some bad minded people shared the video saying India's new train stopped working and so an old locomotive was brought to take the train ahead. as a long time railfan, it feels unfortunate to know that such bad people exist in India who spread misinformation about our beloved Indian trains including VB. )

Currently Indian Railways has shortage of WAP7 locomotives across all the zones. WAP7 is such a locomotive who also has HOG technology. Many of trains are running without HOG with traditional diesel generators. Prime example of this is majority trains on Central Railway zone are not running on WAP7 instead they are running on WAG/WDG & very old WCAM locomotives.
AC-DC WCAM locos were made to be used in Mumbai area since it was the last area where DC traction was in use. Now that DC has been replaced by AC everywhere, the WCAM series have been modified for only AC usage and since these locos still have years of life remaining, they are used around Mumbai and nearby since their maintenance is mostly done in Kalyan depot. newer ones (comparatively) are used in medium range passenger trains and as replacement locos at times, and older ones are used as bankers in duo-trio formation in the ghat section.

Post 2020, Railways electrified the tracts very fast and massive also. Anticipating demand for P7, they produced huge number of P7s in 2020 and 2021 while G9 also produced in large numbers for same reason. However since Jan 2022 the thrust is shifted to VBs and introduction of odd man out weekly special trains while P7 production slowed down to gave way to VBs. Here also anticipating huge introduction of P7, large number of old alcos are shunted to sidelines while large number of P4s are also sent to scrap. Now Loco sheds especially Kalyan, Pune , KJM , Hubbali , BZA, Bhusaval are facing passenger loco shortage acutely. The G9 loco production never slowed in 2022 or 23 and they are playing the roles of P7 while original G9 roles are taken over by EMDs and few good condition Alcos also as well as old horse G7 and chocolate boys G5. Only railways managed loco shortage well post electrification is Southern Railway and South central railway while Ghaziabad and Tughlakabad are playing football with eloco for managing the show. Rest including famous ER and SER are managing things on day to day basis
In my opinion, the only reason SCR escaped without major loco shortages is because of the Electric Loco shed at Lallaguda (ELS LGD). This is a premium locoshed in southern India, which was one of the first ones to get Alstom locos (WAG-7 and WAG-9). Thus, because it was getting WAP-7 locos ever since the loco even entered service in India, this always had enough WAP7 locos for the new premium LHB rakes. Also, if you look at other railway divisions like BZA railway division, even here, there are multiple instances of goods locos like WAG5 or WAG7 or WAG9 taking over passenger services. Also, it feels like an oversight that the older WAP4 locos were scrapped before the newer WAP 7 locos became numerous enough. I mean, with the speed that the electrification of new routes is happening, I think they should have waited with the older WAP4 locos for loco supply to match the new demand.
What you did not explain was the crunch in the elec loco numbers for passenger trains that are in shortfall even as more sections and routes are covered by electrification especially in the last 3 odd years!!

There's shortage for P7 P4 and ur expecting WAG12, WAG12 is primarily made for freight corridors, and railway have shortage for that too, theres only WAG9 which is available in every shed, because railway i focusing more on logistics since 2019 and only northern railway have most no. of Wag12

Perfect . Tell me one thing more, if WP5 was available then why we produced WP7?
WAP5 has higher speed than WAP7 but WAP7 has higher power rating due to which it is able to attain higher speeds even with 24 coaches.
so wap7 was chosen to be mass produced.
also, one more advantage is it is similar to WAG9 in most parts. so, depending on demand for WAP7 or WAG9, production of that one can be made faster.
