There are only 2 scenarios I can think of right now...you either did not change both the settings to local space in every single bone....or you did not extrude in top/orthogonal view which might have rotated the bones while extruding check the orientation of each bone by enabling axes in bone data properties>viewport display. Number of bones does not affect. Order will affect the amount of rotation but not strange rotation as you mention...you could also try applying rotation cntrl+a > rotation in object mode or apply pose as rest in pose mode. Hope this helps ...this is all I can deduce from your question without looking at the file..
