The best thing to do is avoid returning to climbing if you can feel tenderness when pressing on / around the elbow. If it's tender to touch then it's likely inflamed and at risk for more serious (and long term) injury. It would be helpful for you to track how long it takes the soreness to resolve. The longer it takes to feel better, the longer you need to rest.
How often should I do the eccentric exercises a day?/how many reps? Also, would it be wise to do these exercises on my other arm too for preventative measures? Thanks!
Generally, no more than once a day and 2-3 sets of 8-10 reps with a fairly light weight. Every case is different so I can't give you specific recommendations without a real consult. I would definitely do both sides. Your tendons can never be too strong!

how do I tell when it's healed?
Great question. It's really hard to say anything is fully healed, but you should be able to tolerate all activity without pain or limitations once you've fully recovered. SLOW steady progress is how it works, unfortunately.
