Super Sonic has always existed, but Tails and Knuckles never had a "Super" Form. Only Sonic and Shadow did! That is the reason why Knuckles and Tails don't turn Gold like Sonic does when he transforms in the game.
You do realize , knuckles was antagonist in sonic 3 and knuckles right? , he had a super form and a hyper form you know that right? And in sonic heroes he had a super shield bruh , for tails he had a super form in the sonic 1 , 2 and 3 tails had a super form using the seven super emeralds
Actually tails did in sonic 3 and knuckles if you got all the super emeralds and tails gets even more broken then in this video and knuckles only got hyper form (for some reason)

Super Tails IS in the official Sonic 2 (Sonic 1 too) 2013 Remaster, placing a S Monitor with Debug Mode will transform Tails into Super Tails.
The debug mode in Sonic 2 official did not work on Tails.
