I have a theory that the "bug" isn't actually a bug at all, but instead was the developers purposely turning it off in order to avoid causeing the play testers to have a full on seizure after 5 seconds of game play.
Pressing start+a sends you to the stage or "attraction" rather, but it seems to have a time limit, probably everyone knows this but thought i'd point that out.
In this instance, all I did was open up a palette viewer and noticed some strange colors that were animating, but they couldn't be seen. A lot of this kind of stuff is simply found by messing around.

Perhaps it was intended for some "event" and not meant to cycle constantly. It's interesting how it only shows up a few seconds after the stage loads.
