thanks bro i appreciate it, if you mean c++ as a programming language you can use any resource it doesn't matter just focus on the basics (pointers, structs, how memory and data manipulation work in C++) and try to use them in all of your coding, but if you mean learning about windows api development you gonna have to play around with it's functions, because those win api functions are independent from the programming language, for example you can use the getcurrentprocess winapi function in c++ ,python..., those functions are stored in DLLs files.
