The people he hanged out with was a big part of it but wasn't the root problem. Had homelander been given a normal childhood two things would have happened. 1, home lander would join vaught and after seeing how messed up other supes were would use his strength and the good members of the seven to take over vought and jail other supes. 2, is where homelander would take down vought entirely and jail every bad employee whilst working as a type of superman vigilante but with more experience and knowledge to control his emotions and know enough about basic physics enough to understand that heating a gun would make explode leading to him becoming an actual superhero.

Homelander broke one of the biggest rules, never go for the Crazies, especially when a Mother Figure, a Lover that might be Blood Related if they follow the Comics, and meet you Hero and Father that saw him as a Disappointment would lead him to madness and perhaps his son would be the last straw

It was actually even worse in the comics. He was actually a normal well meaning guy for a good chunk of his super hero career. Until he was gas lit into believing he did a bunch of horrible things that he didn't actually do and became a monster because he believed he was already one and there was no sense trying to be better. Of course the comics also did this in a rather stupid way (The Boys comics are kind of bad).

In fact most Homelander's worst crimes in the comics were done by his clone (the clone being the one who was responsible for said gaslighting). Homelander's reaction to finding out the truth is pretty much a shell shocked admission that he never would have done any of the terrible things he did, if he hadn't already believed he was doing that kind of stuff. Of course this twist was kind of dumb since it came out of nowhere and Homelander was immediately killed off after this.
