The Japanese seem to think that Emperor Mateus is the most popular Final Fantasy villain. He is what I call, the Lucifer of Final Fantasy. Lucifer and Emperor Mateus started out as gods but later become demons due to them being stupid enough to rule heaven with an iron fist. The Emperor normally looks like Lucifer, but looks Satan-like when he's fought as the final boss in Final Fantasy II. The truth is, The Emperor wanted to rule heaven with an iron fist, but becomes a demon as punishment for disobeying god so he ruled hell as a result.

I would actually really like to see FF2 completely remade from the ground up like 3 and 4 were. It would be a risky move because it's kind of the black sheep of the series and has every reason to be, but I think they could make a great villain out of this guy.
The whole "use skills to improve them" would work in a game with action based combat like Skyrim. If you gave FF2 the combat of FF15, it probably would translate really well. And the fact that Firion and friends can use multiple weapons just like the party in FF15.

You can't truly compare Gestahl with Mateus. Completly agree. He's pretty much satan a/o lucyfer of the FF titles. That's why I think FF2 had one of the darkest stories in the whole series.
