Netherlands may have numerical superiority, but the Belgians have defensive advantages with 2 rivers flowing through the nation. To explain, the Belgians could hold them off by the 2 rivers as reinforcements arrive, giving chances to detach parts of the Dutch frontline. Though, the Dutch could counter with an offensive to Bruges, in the direction to Dunkirk, which could turn the war in their favor. But, defensive positions in Brussels and Flemish territory could prevent this utilizing leftover reservist divisions, which could hold them back and bring the war to Belgian victory. BUT, another important factor is the Danubian river flowing through Rotterdam, as it is a key defensive point, though the Belgians could utilize their small but mildly effective navy to undermine the Dutch armies via the sea. Very hard to determine one's victory.
This will only happen when Hell freezes over, pigs fly and Easter falls on a tuesday at the same time. This is the most unlikely scenario ever. Besides the fact we're bff's 🇧🇪❤️🇳🇱 and civilised in solving our disagreements, the Belgian and dutch military are highly integrated and have a single command in time of war. Also both are founding members of NATO, which has it's headquarters in Brussels, just like the EU. So if push came to shuv other major powers would intervene to keep the peace. Not even worth considering. What is worth considering is what would happen if Belgium split . It is not likely , but it is not unthinkable.✌️❤️
