I am planning to travel to Montenegro in May. Since it is a small country, is it like feasible to stay in one city and do day tours for all the other locations or something like that? We don't plan to rent a car and just wanna use public transport.

That’s pretty much what we did. We stayed in Herceg Novi (I would recommend it’s really pretty, and has a good bus station or Kotor but this can be a bit busy as it’s the main tourist destination) and we didn’t rent a car and only took the public buses. Some of the journeys are a bit long (4 hours plus) so I would recommend staying for 1 night in some of the towns further away. But it depends on how much you want to go into the mountains. If you plan to go into the mountains then it’s probably best to split into 2 places but if it’s just coastal towns these are pretty easy to get to from each other.
