My neighbor town Plainfield, Illinois hosts their Homecoming Parade every Fall and it routes through an active Railroad Crossing and it was not cut by a train once, I was in their Parade twice and not once was cut by a train.

The incident in Midland, Texas, (about five ? years ago) should be a warning! Second; A requested slow down for a town event doesn't always make it to the affected trains in quick order. How far in advance was this request? A few days, a few hours? The channels of message relaying can and does take time. This would be low on the priority list, below normal railroad business. I don't know the particulars regarding this event, but I'll refer back to my first statement!
this reminds of a parade that I saw in Fillmore a few years ago. they had to stop because a train was coming by, and it happened when a marching band was marching through the railroad crossing. the band was split into two. luckily, no one was hurt.

jjgravy; CSX corporation can order a train to override a slow order, however the Engineer and conductor onboard cannot override the slow order on their own. So, both you and Alex are correct.
That Silver Star was hauling. I'm assuming by your comments the slow order was in effect and they ignored it? Usually they don't go nowhere near that fast during the parades.
When "visitors" get "bent" a train is going through "hick town USA" they're in. This train line is crossing main street. Check out LaGrange KY where the train runs down the middle of mainstreet !

Nice video man! I like the angles, and the fact you showed the entire train! Here in Bakersfield CA our Christmas Parade doesnt cross over any of the 3 remaining at-grade rail crossings (L Street and N Street along the BNSF line and 30th Street along the UP line), but our arena (Rabobank Arena) is next to the N street crossing any you have to cross the tracks to get to the main parking lot and before the city put in a pedestrian bridge fans leaving a hockey or basketball game or other event would have up to 20-30 min wait to cross because the trains going westbound have to stop 2x to switch the tracks as they maneuver through downtown. Many would get impatient. It seems as if everyone in this video is patiently but anxiously watching the trains go by as they wait to see the parade. I love to watch trains go by when i get a chance (i live near the BNSF line that goes through downtown Bakersfield and through the northwest part of town (where i live) on its way to Hanford and Fresno to our north). I know that is off subject but i wanted to share it with you.

At night even?!?! This town should be sued by parade participants for public endangering and negligence this never should have been done at night. The speed restriction? Oh yea a person or float gets stuck on the track that will give the train plenty of time to stop (if it is for 1 mph).
Or you take the times from the last stop and the stop it's heading and you calculate how long it will take for the train to reach the crossing.. you could keep track of time and if you know how long it is in between each train then your golden.. that's what I would do

Not following speed restriction? Going about the same speed during the monthly Strawberry Classic cruise in car show. Also , freight trains generally do run slower , make more frequent stops, etc... Passenger trains are on a tighter schedule and run faster.
Rajha Werner in plant city, there are almost no roads without crossings on them, and CSX doesn’t have to coordinate with the cities they go through. They own the tracks, it’s their property. If they run over a road their using, they can still go through, because they are on railroad property

In Canada I had a parade the amtrak in montreal was speed restriced so as the exo and csx
I'm also going to add that Csx Overrides the speed restricituons if the train is high priorty on a tight time limit.

Passenger trains have different speed restrictions than freight. And typically all speeds including restrictions are faster than freight.

2 Days ago in Washington State, an AMTRAK train derailed onto a highway killing 3 people. My nanny told me.
