The goal was for Skinner to suck up to Chalmers. He always tries to suck up to him throughout the series, and always fails. It always leads to him completely embarrassing himself or to some last-gasp restoration of the status quo of their massively imbalanced relationship.
I think this was in the start of his career and Skinner did the dinner to impress Chalmers and prove he's a suitable employee. I believe Chalmers regret this day
