When u have less than 100m left , pause route and leave game . Clear the game from your phone tab and then load again. Resume the route and wait for one or two minutes without finishing your route. A cell will appear. Usually this works 80% of the time unless cells naturally spawn on route. I get three or four total daily from 2/3 routes.
