From what I understood, the Penguin of this universe is confirmed to be pretty good in a fist fight tho, thanks to his prior experience in the criminal underworld. Plus he had those power gloves when almost all Batman's tech stopped working
This Penguin is ex military. He also ran several illegal boxing fights and arms dealing so him being able to fight is not out of the question. In addition he also was using several of Batman's advanced gadgets and had disabled all but the basics of Batman's. As you can see he lost the fight with out doing severe damage to the Batman though he put on a good show. And frankly the Steven Degal style of invincible martial artist is out of style for a reason.
