As a shop owner, I love the way you approach this, threatening to quit may get you a short term raise, but it makes the owners start looking to replace you. Should the owner know what extra you do in the shop, yes, but if he is not there all the time he may not know, so having quarterly or bi annual reviews is a great way to point out things in both directions. Also keep track of what additional work you bring in doing inspections, while the service advisor may have to sell it, having numbers on your side will help.
In my field outdoor power equipment and heavy equipment. Its the Threat of leaving. The owner thinks that pay raises are out of his pocket. One of the heavy equipment rental companies is willing to give me a huge pay raise. Now i really like my current place of employment. But this last year vacation get denied and paid holidays getting cut. Has me looking along with my fellow tech.
Watch with rental companies. I just did 3 years with one of the major ones and my branch manager would rather watch people leave then give raises. His newest trick is to hire anyone who is ex military so he can get a kick back from government entities instead of investing more into what he already has.

Hi Rustbelt Mechanic, I'm a Chrysler Jeep Dodge Ram Tech in Cleveland OH. I am currently a level 1 working my way to level 2. I am working on getting my certs for ase to be grandfathered in to lvl 2 to make it much easier to move up. Currently I am making 18 flatrate but feel like I am worth more to my company. Should I ask for a better rate once I hit level 2 or try now?

Quitting gave me the biggest pay raise. They beat the offer of the other company and made it effective immediately.

Yes, even in rural areas, level 1 techs are pulling at least $20-22 an hour here in BFE Ohio.
