There is also a snow filter in parametric filters. The issue with all snow filters is that they dont look realistic. When is (really) snowing is always some accumulated snow on head, shoulders, etc. This, no filter can make it yet.

You could probably lasso the areas you want snow and ask generative fill to put the snow there. Today I lassoed the hair around my subject and asked gen fill: sunshine on hair with stray hairs. It looked so nice and made my image more believable. edit: I just used the prompt "snowing on hair" and one of the three looked very realistic. I had even better results with "Snow sprinkles on hair".
