- A quick video on how to test a capacitor using a Fluke 1587 meter. This test could be done using any meter that can test capacitance & AC voltage.

Tony Thrasher is obviously a competent tech who has invested in a proper meter, and who therefore brings the right tool to the job. He provides a well-reasoned explanation and plausible diagnosis, and is probably an honest HVAC tech.

What symptoms does the compressor exhibit when the start and / or run capacitors are bad? Does it tend to trip a breaker, not start, slow start, run loudly, something else?

Everything you mention can be a symptom. Most common is that the compressor won’t start and pulls high amperage until the internal overload opens.
