20 or 40 are car and computer respectively using 1 unit of labour or these numbers are labour unit

Isn't it the other way round? The OC for 1 Car in the US would be 20/40 and in Canada 5/20. == I am able to produce 2 Cars for 1 Computer (OC for PCs)
