In the 80s a lot of metal bands used synth, listen Judas Priest album “Turbo” specially “Out in the cold” you’ll love them.

Cyberpunk's sound is not techno or full-on synthwave. It's 80's synth combined with parts metal and punk. That's how that genre is supposed to sound.
