McQueen's speed before the crash was 198 Mph and that's because he's gotten older and he's also been in many wrecks before, even in just that season. So he's not exactly in perfect condition. After his crash at the 2016 Los Angeles 500, it's the worst he's been yet and all if his broken and worn parts are replaced, restoring him to his rookie speed, which was 212.5 Mph. (There's a video calculating exactly that, I can add a link to the video if necessary). Now, come the 2017 season and the Florida 500, McQueen has learned new tactics, like drafting, and he's now only 1.5 Mph slower than Storm. That is a negligible speed difference and because McQueen has more experience, he should be able to win, if he really tried. I mean, look at the 64 laps McQueen races at the start of the races. There are 35 cars in the race and in just 50 laps, he's now in 17th, and even after that when Smokey starts talking to him, he passes another 4 to 6 cars, meaning that when Smokey says "keep this up and you'll finish in the top 10" he's pretty much already in the top 10. Cruz came in at almost lap 250. It probably took her between 200 and 240 laps to get into the top 10, and by the time she got into Storm’s slipstream, there were at most 5-10 laps to go. Had Lightning stayed in the race, he would indeed have made it into the top 10, but he would not have been able to get past Storm, cuz his top speed was still down at 198 MPH even after his crash and thus could only exceed 200 MPH by drafting, and even then, he could only get up to 210 MPH, which would not be enough. However, like you said, if Lightning had gotten a complete overhaul, his top speed would be back to what it was in 2006, at 212 MPH, and then slipstreaming other racers would push him up to around 220 MPH, which is probably the same speed Storm and the other next gen racers would get to while in a slipstream. With that in mind, ignoring the rest of the top 10, he would have made it into Storm’s slipstream in less than 100 laps, and would have won easily.

I calculated that again by looking at the final race around Thomasville before they head off for Florida. Thomasville is based on North Wilkesboro Speedway which is 0.625 miles. McQueen travels approximately half the track in about 5.31 seconds. Which means his speed was 211.86 Mph, and considering this is on dirt, he was slowed down a little bit by that. The crash in Turn 2 happens on lap 64. Cruz enters a lap later, lap 65 and she reaches the top 10 by about lap 480. 480 - 65 = 415. Perhaps I was wrong when saying it took 450 laps, but even still, it was 400 laps minimum for her to reach the top 10. Also, I rewatched the scene just before the crash and McQueen is shown to be in about 18th, which is still nearly half the field and considering these cars are meant to be better in every way, that is very impressive. I think it's possible McQueen could have won, especially taking into account the deleted alternate ending, but even if he didn't win, no doubt he would finish in the top 5, but then add drafting, he probably gets top 3, maybe even 1st. Cars 3 is a great movie, though I really would have preferred the cut ending instead he one that made it into the film. It would have been great to have seen lightning finally winning the piston cup and defeating jackson storm. The ending with cruise doesn't feel as satisfying.

In the original ending Cruz would wear the number 95 and rusteze cause sterling would basically fire McQueen then Tex and Smokey give him the number 51 and dinoco and cruz and McQueen still raced and won McQueen came first and Cruz came second
