These proposed laws are insane.

Here, you can insure it, but it's useless because anything above 250w 20km/h is not legal to drive outside private property. Meaning your insurance won't cover you or another victim if there is an accident.
Regarding how to insure it, it's no different than regular motor vehicles and bikes, there are a lot of varieties there too.
All this shows just level of knowledge of people who are making this rules. Leve is of course one big ZERO. How many things we have at home that have more powerful motor than 250w? My hoover has, my smoothie maker too. BTW 250w motor smoothie maker is considered crappy smoothie maker. And now one of transport options are limited to 250w? Really? Id say who ever is writing this has maybe 20 seconds of eScooter riding experience.

Insofar as I'm aware, the wattage rating simply refers to the max the motor can output WITHOUT overheating (unlike a car with a bigger/badder engine) - a lot of 500W+ scooters cannot handle a 12-degree hill whereas a 250-watter happily zips up them (kinda), depending on total weight etc. Plus bigger, pneumatic tires = better suspension = a little extra safety.
Personally, I tend to stick to 15-17 kph simply because I use that to calculate actual range (take the manufacturers stated range, multiply by 0.65 and add 1.25km - PRESTO - a reasonably good guesstimate in terms of actual range on one charge - at 15-17kph - fast enough to get you there & back but not so fast you can't actually enjoy - yes, enjoy - the gig. SAFELY!
I don't think those proposing this legislation have actually - actually - thought it through. Quelle surprise!
Too heavily restricted I agree on insurance as that has been the main focus of police confiscating e scooters and from I heard e scooters could be driven on roads with a provisional licence but as for tax and registration is ridiculous
So weak scooters under 15mph are seen as bikes?
Technically yes.
I always thought about made some laws. Because every kid can drive it and do some mess. With laws we can protect everyone. I don't want to go with this small electric scooter/step in motorway, but I hope the cycling line be better to go from one point to another. Regards from Belgium
