Patches with stems are common. Unless you go to some shady corner shops. The shop I work at uses patches like this, they’re really nice and rarely leak.
Called tip top in my country. Regular plug are 1.5 USD per hole. This types are 2 USD per hole with 4 USD tyre removal charge. Usually last till the tyre need replacement though
Didn't replace the valve stem or tpms stem, for balancing, that is way too much weight, you would spin the tire on the rim and check the balance again, also left a lug nut under torqued

It's sort of liquid rubber to compensate the extra material he took off from tyre.
