They see every single human plugged into the Matrix as a potential "crop" or "yeild." The entire purpose of the machine city is to use the remaining humans as a renewable energy resource. The thermonuclear reactors that powers the machines only needs a small spark to ignite. The very first humans that got plugged into the Matrix.... are all dead. Their minds "failed" to accept it as reality.
I wonder exactly how many years it was between this incident and the time of Neo. I find it interesting that there are very many specific details in the background that cue The Watcher into the fact that they are only looking at thd beta version of the matrix that Neo was born into.
This chapter of the animatrix was a masterpiece on its own right. The original music brought it closer to the films without taking away from the runner's personal story & the unique animation style. This rescore makes it sound pretty generic
