Is pandan extract and milk powder necessary? Any substitute?
It is to add flavour to the chiffon cake, it's up to you. You could omit it, or switch to vanilla extract.
I’ve tried 3 times but every single cake turns out green... I thought is because of blue + york = green? I even tried replaced pandan Essence to vanilla.. do you mind to share your tips?

Hmmm I'm not too sure honestly. The color from the flowers changes quickly base on the acidity of the batter. Perhaps, just sprinkle a pinch of some baking soda to see if the shade of the blue turns to your desired shade.
Mine also became green color... blue +yellow= green. Sigh 😑
