I honestly hadn't even noticed it until you pointed it out. I might have to go watch their video on it and see if they mention it.
@@StorminNormanSays My guess is that those loops needed for mounting their organizer.
I saw in a Chrome video that they're for holding a laptop sleeve from moving around inside the bag.
I use them as mounting points to clip my headphone case and keys
