Newer to Premiere pro, how would I add this effect to a key frame on something like a lower note in a beat/track? I may have the terminology wrong as likely the concept of key frames wrong as well.
Well thanks for checking out my video! So, you can't add this effect to anything audio related but you can try to apply this effect directly to any clip or image, but they usually work best in an adjustment layer over a clip rather than on it. Hopefully this answers your questions!
@TMBProductions12 ah, my bad. I wasn't clear enough. I have the video and audio, I was placing markers on the audio for the lower beats so I would know where to make they key frames.

@@Railgun_Punk I think adding markers would be the easiest way to know where to make the keyframes on your audio track.
