Another thing pointing that Joe is an hallucination is that Joe's appearance never changes, except for his tie. When they first meet Joe says it's been more than a decade since they last saw each other so maybe that's the only outfit he remembers Joe wearing. We see Becca wearing different outfits because she's a more recent memory to Billy. Hence why he remembers her wearing different clothes from the time they were together.
Also when they're talking in the park Joe mentions some personal things about the team that only Billy knows like how M.M.'s starting to break down, Frenchie having relapsed and Hughie being in fragile state.
The only way Joe would know these things is because he IS Billy.

I thought him being a hallucination was obvious. To be honest, I'd be more surprised if he isn't a hallucination of some kind.
Like he sees this guy in his head and does bad things.
He sees his wife in his head and does good things.

Joe is absolutely the psychological manifestation of Butcher's "dark passenger." I would be shocked if that were not the case. Becca is a decoy hallucination, so we aren't thinking there is another MAIN hallucination. Plus Butcher hates everyone and wouldn't be so chummy and trusting with this guy.
We are definitely going to get a "Who are you talking to?" moment from Hughie.

ALSO! I just noticed that Kessler doesn’t take a sip of the coffee in episode one. The only person we see drink is Butcher. I’d have to rewatch but I don’t think Kessler has touched or manipulated anything in the real world either.

The two arguments Ive heard against this is that theres a rumor that Kessler might get a spinoff, but thatd be like giving the real Mad Eye Moody a spin off after GoF, when we'd only ever seen a 'not real' Moody, it still works.
And the whole 'but where did the drugs come from?" But we've literally seen Butcher black out and do stuff without remembering (I cant decide if I think Kessler is a hallucination created by his mind, or whatevers inside him _making_ him see Kessler.) Its the same thing as the Narrator thinking Durden was burning his hand, or driving a car he thinks hes in the passenger seat of when hes the one driving.
