First of all, you need good drum heads (Remo, Evans). Then just tighten them first with your fingers until they tighten and then with a drum key one-half turn at a time. But you have to tighten them in a certain order. If you have 6 lugs: first the top lug, then the bottom one. Then to the right of the top lug, and then to the left of the bottom one. Finally the right center lug and then the left center lug. And so on until your toms sound normal. I also recommend to use drum head rings or Moongel, so you will have more control of the sound. Just try it, it's not that hard!;0)
