You can try out ShaderGlass software. But it doesn't have frame generation. It has FSR included. It's not as simple as Lossless Scaling but once you figure out how to scale you're all good. ShaderGlass is meant for retro gaming emulator but you can use it as a main FSR feature if you wish.
So many unknowns...What Resolution, What TDP etc...Seriously.

Whats the difference between this and the new FSR 3.0 frame generation
FSR3.0 is implemented on a per game basis so it's always going to have better results because it has access to more data.
That being said lossless scaling is getting pretty good.
