The True Citizen recognizes that the Consul and grimdark HL2 Alpha lacked subtlety compared to the masterful nuance of the Administrator as well as the emergent storytelling and environmental storytelling of the HL2 release version. The True Citizen recognizes that the Air Exchange plotline was only there to justify giving all the NPCs masks to save development time on making unique recognizable faces. The True Citizen recognizes that Bay Raitt’s gift of the Faceposer animation system to the Source Engine meant it was better to show off all the brilliant facial expressions and masterpiece animation rather than hide them under masks.
and also the council is just straight up evil, because the thing that i like the most of breen is that he can be considered a hero for humanity, since without breen intervention humanity wouldnt exist and also begs to freeman when destroying the citadel to stop and to think for the citizens that are down the citadel and may be injured, even on his final moments when the core of the citadel bursts he screams "YOU NEED ME!"
Maybe a human face for civil protection? A token “”commander”” (who can really only effectively leads the civil protection as the OTA would only follow the overwatch AI) who’s essentially just subservient to Breen and the Combine (as for his role in the game he could’ve taken over Breencasts during episode 1 or something)
Eh, I like him, he has a tougher appearance of someone who actually leads a regime. Breen may have negotiated surrender, but I think in the Beta version they replaced him with someone more menacing.
@@Based_Stuhlinger But he’s a puppet and not a true leader. He’s also a wannabe alien, whereas Breen has the dignity to shut down the suggestion of a host body until he’s out of options.
I feel like some specific bits could've been added though. I would've happily thrown the Air Exchange into the final release because of its style and gameplay alone, and I also think spicing up the enemy variety with higher level threats like the Combine Guard would've been nice too. Also, I would like to know how the beta sucked, not because I necessarily disagree, but because I'm curious on how people view retail versus what could've been.

Breen has a better philosophy and overall better character, but i feel like the concul could be used in some other way

There's a lot of things i like about HL2-Beta but holy shit the CHAD ADMINISTRATOR is just OBJECTIVELY a straight up 100% upgrade over the consul
