So, while Arthur is technically subordinate to the High Elder in Lost Hills, he is probably the real Leader because he has the strongest of all Chapters besides maybe the Midwestern One under his command. What power should some guy sitting in Lost Hills have over Arthur Maxson?

They admire maxson because he's a hardass whom is primarily trying to keep advanced technology out of the hands of the wastelanders, because he United the east coast BOS and because he's descended from Roger maxson. We know for a fact that maxson's hierarchy is different from the west coast hierarchy because we have fallout 1 and new vegas. In fallout 1, its shown the high elder is at the top, with a bunch of elders below him, followed by the head paladin and then there's scribes and paladins, with knights below them with initiates at the bottom. Fallout new vegas further elaborates on this by including a head scribe and senior knights. The east coast BOS is entirely different. There are no head paladins or head scribes, however there are things like lance captains, sentinels etc.
Correct, it's hard to say but it is possible they would prefer his style over their old one especially from the story in fallout new vegas where the Head Paladin was basically able to secretly usurp command based on a technicality in their bylaws that kept the elder from commanding his troops.

i cant play fallout for more than like 20 minutes without getting annoyed by the slow menues, slow loads, terrible keybinds, terrible pipboy inventory and lots more, but i could probably name every npc, location, mission etc from watching all you fallout youtubers xd
What are the current Council of Elders? Let's assume that each council elder is a representative of a Cardinal Direction. Cardinal East represents elder Maxson on his or her behalf. Cardinal South would be the current elder of the non-canon Texas chapter (Fallout: BoS). Cardinal North would represent the Alaskan chapter elder ( Cancelled Fallout: Extreme) Cardinal West is Elder of Lost Hills with High Elder located there as well.
Why are you covering a non cannon fallout for your bit on the brotherhood here, as nothing works in that game and its a travesty that ruins the lore of both the bethesda, black isle and the obsidian games before it, to say nothing of how much you got the chains that bind wrong, as the reason why that was such a big deal and written so keeyly into fallout new vegas was to show why it was the way it was as the elder in new vegas basically lied to his people and kept them in the dark for their own good much like the pre war people did with their own, thus leading to their destruction in the first place and if it wasnt for the player coming along and being his confidant, like he should have been with his own people, they would have met the same end
