Homelander almost always let's it slide for anyone that doesn't directly threaten his existence but keeps it honest. Stan Edgar talked so far down on Homelander to his face on the daily but Homelander never physically did anything to him because he could tell Stan was always being completely honest with him and it kind of intimidated him.
With Edgar, homelander needs to beat him at his own game otherwise he never truly win. He could easily kill him, but Stan wasn't scared and he thinks he is smarter than him. So homelander wants to beat him with wits.

With the case with Ryan, his whole family dynamic is completely shattered. Here’s a recap if you didn’t see the show with spoilers: . He was born from Butchers wife that Homelander took advantage of. Then Homelander wanted to get Ryan back in season 2 but Ryan was afraid of him and he pushed him off a roof to have him fly. His mother lied to him for his whole life of his real father and got mad at her for it, so he went with homelander. Ryan accidentally kills his mother because she was being threatened by stormfront and accidentally struck her and immobilizing stormfront in the aftermath. Being traumatized by that, he wanted to stay away from homelander and be with butcher, the real husband of Ryan’s mother and someone that felt trustworthy . But later on, butcher was coming to visit him, but was putting him down of being a supe because of the death of his wife. Ryan felt to hate butcher because of the blame of his mothers death. But one day, Homelander shows up at the place where Ryan was being hid and convinced him to be with him. And ever since and entering season 4, Ryan’s powers are growing but he’s also being twisted by the lies of homelander and what is right is wrong. So with that said, Ryan has every right and has lot of issues with being in home that he has felt stable, so he is dragged to different locations and people every so often, which is effecting his mental state.
