The hard hat is most likely making sure you don't slip or accidentally hit your head on something you're working on, or with. Any dizziness at that height is bad news. As silly as it may seem, it makes sense to be wearing one.
Also to protect their heads from any tools/other materials that could fall or be knocked off.. Anything falling from such extreme heights is extremely lethal, even if it's not a direct impact and just grazes them. Even with a helmet on.. any wrench, hammer, or any objects falling from that high and fast could easily kill.
My buddy's father works in the carpentry union. A few years ago on a jobsite in Boston (we're from MA), he was walking at a lower/ground level when someone above either dropped or knocked a tool off the edge and it hit him in the head. I forget whether he suffered a head or neck injury or if it was both, but he was unable to work for a while and I'm pretty sure required surgery. He was wearing a hard hat (it's illegal not to wear one on construction sites anyways) and could've easily been killed. Though he still was injured even with the hard hat on, had he not had it he almost certainly would've been killed instantly.

A few years ago on a jobsite in Boston (we're from MA), he was walking at a lower/ground level when someone above either dropped or knocked a tool off the edge and it hit him in the head. I forget whether he suffered a head or neck injury or if it was both, but he was unable to work for a while and I'm pretty sure required surgery. He was wearing a hard hat (it's illegal not to wear one on construction sites anyways) and could've easily been killed. Though he still was injured even with the hard hat on, had he not had it he almost certainly would've been killed instantly.
