I would guess it’s built. These autos stock are weak. The guy I bought it from about a year ago was older and would tow with the truck. Since I’ve gotten it and put all the power upgrades in it I’ve done burnouts and all sorts of stuff and there hasn’t been and issue. Which makes me think it’s built.

Just buy the chettah in my truck with stock injectors and turbo lag is horrible and I get no whistle

Ya it’s big turbo and it takes a while to spool especially stock. Not sure about the whistle though.

I could probably get 20 something on the freeway and 12-15 in city. But I don’t drive it like that😂. So I get less. It just depends on how you drive but these diesels can get good mpgs.
