She wasn't lying. The Pennsylvania legislature approved no-excuse mail-in votes in 2019 just before the 2020 election which Republicans challenged in the state Supreme Court and failed to overturn. They even tried to throw out 2.6 million votes cast by mail in order to give the state to Trump in 2020 which also failed.

Trump gave very good reasoning on why he had to pick administrators from within the system, the challenges that come from being an outsider, and the revolt he had from bureaucracy on day one.
