An app I suggest is pixel studio. Now, for actually learning the pixel art, try starting really small. After that, try making it a bit bigger and continue this process until you’re happy with the size. Now, try to have unique shapes instead of ones like squares and circles.

If you want a software for game development with no coding, you can go with unity and it's visual scripting addon. There is also a free version of unity. But 4gb ram is really less for unity. So i don't recommend you to go with unity. Even unreal engine needs a strong computer. The only engine that can work on your computer is Godot. It is a great engine for 2D, but not for 3D. But i dont think you can use it without learning to script. There is another engine called buildbox which does not need coding. So you can go with that. Hope my answer was helpful.🙂🙂
If you want a coding software, it depends on which Language you want to use. There are text editors in which you can write any language. And there are IDE's which focus on a single language. I recommend an IDE because they are easier for beginners. If you want to learn, you can download pycharm(free) If you want to learn Java use intellij idea(free) If you want to learn c/c++ use clion(paid) If you want to learn c#(which is necessary for unity) use visual studio 2019(free) There are many other IDE's for different languages. Some text editors are notepad++ and Sublime text.
