I think rather than the terrible maps being malicious it's just mistakes. I'd guess they're mostly done in Illustrator or similar and people accidentally move or delete shapes (countries) when trying to change colours, but they don't know the map well enough to realise they've done it.

One reason for small errors in maps (e.g. random countries missing) could be to detect duplication - map-producing companies like the AA do this a lot so that it is obvious if someone else has used their designs because the same errors will be there. That said, it's not usually something as obvious as the entirety of France being missing!
