The plan was made in 1963, when US relations with Egypt were quite bad, and there was a possibility that Egypt could block the US its allies from using the Suez Canal. So the US made an alternative idea, with a canal through Israel. But obviously, this never happened.
They left out the most insane part of the Israel canal plan from 1963! It wasn't JUST that they wanted to make a new Suez, they wanted to string together 540ish nuclear weapons through the desert to make it. Obviously that did not get too too far, but it is quite the interesting topic! You can actually find the declassified memorandum of the original proposal.
