    The old bureaucrats’ capability can be assessed from mental level of Shamshad Sab who trusts military and civil bureaucracy but not politicians; who believes that PM of country wasn’t worthy to be trusted even at international forum; who is all praise of military even in politics; who calls politicians as only corrupt class; who call names mentioning politician.

    This state has not developed as a democratic polity and blaming civil service or their incapability is just chasing a shodow. Individual corruption or even corruption is just a symptom of of larger diseases which is not allowing this country to be run on unadulterated democratic system.
    The problem with bureaucrat is that they always harp on intervention from politicians without understanding that the politics is manoverured and their system will not improve until elections are not fiddled with. In this country most of the fields are devoid of merit and bureaucracy is no exception.

    Only Malik views are based on intellectual intercourse of the subject and are more convincing. The rest are just living examples of incompetence of age old bureaucracy masquerading as intellectuals delving in politics.

    Shamshad Sab’s views are not based on intellectual discourse of the subject under discussion. How he can ignore persons from civil and later military bureaucracy as Ghulam Muhammad, Choudhry M. Ali, Ayub Khan, Musharaf etc, who’s role in politics can’ t be overlooked. His degrading remarks about politicians is evident of views of bureaucracy distrusting the politicians. How a middle level bureaucrat like him can call himself to be more loyal than PM. It’s lack of intellect of him that he is not ready to concede the role of politicians which is everywhere in the world given to public reperesentatives/ politicians. He concedes the role of military in politics which no sane person can digest.
    The is no modern state without public representative/politicians.

    Well, it was a great debate for civil aspirants, and a stupid debate for layman, and a glorious debate for electronic media, and a transformational debate for speakers, and eventually a joking debate for intellectuals. In a debate, you don't have to partially or fully agree with the opposite. Instead, you have to crush their postulates, and bring some powerful logical points to support your favour. That is the way of progressing a debate.
    Secondly, the focus of attention during making any relevant point must adhere to the fact that it will somehow help the bureaucracy to construct some rules that can provide enough inertia that will drive the desired change.
    That simple!

    Bureaucracy consists of people who suffer from inferiority complex, some fail in achieving their primary goals in life, others are those who want to standout in society. As a result people join bureaucracy just to overcome their inferior complexes with the goal of gaining power, social status and money via corruption. This is the reason our country is a mess, no one joins to do good or bring any change in the system, its just a way for people to overcome their complexes, as a result when they become successful in joining civil service, their rude attitude and misbehavior with the junior staff gives them the satisfaction. Its like they bring out their frustration with such rude and disrespectful attitude. Otherwise these people are not qualified at all. Just passing an Fsc style exam doesn't make anyone genius, this is exactly what CSS is, a glorified Fsc styled exam. Our government needs to abolish it, and only bring specialists in the field of administration. How can an engineer who cleared css become more qualified to manage healthcare as compared to a doctor with masters in public health. Its a joke. If a civil servant tries to justify it then it would expose the mental capacity of that officer.

    25:15 sir you have set yourself up to be a laughingstock. you lack the essential debating skills, and are rambling on about your book or yourself. it is more of a lecture then a debate. your claims (like the one about there being only two nations--the pashtuns and the balochs--in pakistan) sound superficial and your stats made-up. your talk is more emotional then rational.
