      Hi @youngchris042
Recently, I've been receiving some complain about Payoneer requiring some amount to be deposited before activating the domiciliary account.
So, I want to assume that your account was registered recently, if not please let me know if you've done any Successful transaction before.
Secondly, it might be as a result of incomplete documentation (your required documents for activation of the domiciliary account)
There's an alternative to Payoneer which is "grey.co" in case it's urgent. I personally prefer Grey.co than Payoneer because of their low charges, black market exchange rate and ease of transaction.
Although, gey.co is having challenges with it dollar account, but the "Euro and pound" is very active.

      Yes, annual maintenance fee,
and a dollar for each transaction.
That's why I always recommend grey.co although some platforms don't include it in their payment options, but it works in most of the popular platforms.
So, that will depend on the platform you're cashing out from.
But if a transaction is delayed in Payoneer, it might be because it is done during the weekends cause they only work during the working days.
So, I don't know if your transaction was done during the weekend.
But, you said the issue is "delay and decline" for delay it might be weekend transaction or the platform you're sending the funds from.
For decline, I'll advise you send a message to either of the platform support team.
