Seems so. Lots of charges would do that. Withdrawing through Skrill is like a last resort for me cause of dollar scarcity.

Best advice I can give is get a gtb account, access is also good. But keep trying to use Skrill, there was a time it did the same to me. Try it when traffic is low.

@@iamshaeebu I got to a stage where I wanted to make payment via my usd uba prepaid card...it said the payment was unsuccessful and that I should contact my bank. I wanted to transfer $100 and i have $103 in my card
From my experience with a debit card (I know you said prepaid) the lowest amount you can have is $50. I don't know how prepaid cards work, if they allow lower than that.
